At present, European countries and Japan have established a series of test procedures for evaluating the safety performance of motor vehicles with respect to pedestrians. However, some studies and statistics indicate that most these procedures can not appraise the protection of various vehicle models to the pedestrian's head properly. In this paper, a lot of document researches have been carried out firstly. From the point of view of human head anatomy and injury biomechanics, the injury mode, injury mechanism and corresponding injury criterion of head were all studied. And then the characteristics of car-pedestrian accident and pedestrian safety test philosophies were researched. In the computer simulation, a sedan-pedestrian and minivan-pedestrian impact model was established respectively by using an available multi-body pedestrian model in MADYMO. The pedestrian kinematics and head impact characteristics were acquired by changing the simulation input parameters, such as vehicle speed and pedestrian speed. As the paper indicates, the headform to bonnet top test in EEVC can not evaluate the safety performance of the minivan to the pedestrian head properly. On account of this, a new hybrid-test method that involves accidents analysis, computer simulation and headform test was proposed. At last, in terms of the EEVC component test procedures, a propulsion system with simple structure was designed, which can meet the basic requirements of EEVC for component test.
