Based On Ecology First New Town Plan

Along with China's economic growing and urbanization process, to establish new towns becomes an important approach and enthusiasm of urban development and structural adjusting. It has already become one important component in establishing urban evolution strategy, especially in some megalopolis. However, through all the years, economic growing has usually been the top priority when directing new town construction, thus the ecological equilibrium keeps on getting worse and worse. It is important and practically meaningful for guiding our future new town development that how we can combine ecosystem protection together with new town construction.Nowadays, appealed by the emphasis of sustainable development and ecology construction, supported by the continuously booming national economics, the development and construction of new cities would have to focus more on inhabitation environment, and emphasize on the harmonious development between human beings and nature. Having that as the very goal,"Ecology First"new urban planning relies on human beings'planning, economical, and political behaviors, and it follows the principle and guideline of"Ecology First".The essence of"Ecology First"new urban planning is to emphasize the protection and rational utilization of environment, to place the ecologic consciousness as the first priority, to deploy it into every single aspect, and to advocate"harmony of human being and environment". The key to carry it out is to give precedence to the construction of ecological landscape infrastructure, via optimizing and reconstructing environment, and apply it as the basic framework for directing new town's material form planning.This thesis contains three parts:The first part, by reviewing new town's development and evolvement, summarizes the characteristics of its development in contemporary time in China. This part further analyzes the developing course of new town, ponders upon the negative factors involved in it, and predicts its trend.The second part illustrates the"Ecology First"concept and its theory foundation. This part discusses the application of"Ecology First"theory in new town planning and practicing experience abroad. It also analyzes and summarizes the performing method of"Ecology First".The third part, by combining the practice in the project of South District Planning (Tianfu Rd., Chengdu), provides further research and discussion about the method, principle, and strategy of"Ecology First"new town planning.
