The conflicts of urban-rural spacing development existing in the rural regions around cities are most direct and severe. At the same time the rural regions around cities have more advantages to achieve the integration of urban and rural than other regions. Under the background that our country has getting into the important period of the village construction, it is full of time and realism significance to research the planning method of the rural regions around cities. And this kind of investigations will also enrich the connotations of the new socialist countryside construction.This paper which was under the direction of the specialized theory about regional development,urbanization and urban-rural relation defined its investigation scope within range of the integral space layer in the rural regions outlying cities and focused on the space features of decentralization and smash and the existent space development issue. The author created some new planning ideas and with that constructed the system of integral urban and rural space planning and also researched the space allocation planning and other auxiliary methods to build the rural community"appropriate to industry,agriculture and commerce"and optimizing the community facilities following the regional TOD pattern and etc. At the end of the paper, the author demonstrated the integral space planning method in relation to the rural regions outlying cities with the Xindu district new socialist countryside construction planning which was finished by the author as a team member and analyzed the advantages and drawbacks of that planning.
