External prestressed, in which the external prestressed tendon are placed outside of the concrete section has been used since the beginning of the development of prestressed concrete ,and now is widely used as a method for post-tensioning and strengthening in the structural engineering.The paper, on the basis of the presently theoretical research on the proper of externally prestressed concrete beams. In order to find out a reasonable way ,analyzed the effection of external prestressed steel on deflection and studies the apply of externally prestressed for bidirection concrete plate. The main work include: turned to the wellknown references for help, summarize the development and trend of external prestressed; contain the under stress property of external prestressed; analyzes and check the deflection of external prestressed plate; aim at the a real sample to compared under stress and deflection of plate under uniform load by using ANSYS.In this paper, it use the theoretic analyze and numerical simulation to calculate the deflection of the plate, and there are some reasonable results: When other conditions were not changed, increase the reinforcement ratio of external prestressed, there was no significant difference of deflection under uniform load. The deflection was significant different after use the external prestressed steel, decrease the deflection, that's means feasibility apply of external prestressed technical in strengthening structure. There was no significant deformation when the width of chosen plate changed. There were differences between use form in current specification to calculate bidirectional plate and actual condition.
