There are a mass of uncertainties in structural design, such as exterior circumstances,structural materials, sections, and the uncertainty of whole-structure-analysis-method. Ifdesigners can fully consider a good many uncertain factors in the design process, take thetheory of reliability, the scientificalness of the process and the reliability of the result will begreatly improved.The security of engineering structures is always an important problem in design, andseismic load is the most important one. Seismic disasters in modern times always result in hugehypo-disasters and economic loss at the same time of disabling the structures. After severallarge seismic disasters, seismic engineering field of the countries all over the world has beenchecking seismic design thought and method in existence, so as to realize that we should payattention to factors of structural capability, security and economy entirely in stead of structuralcapability only; with the rapid development of structural techniques and the continualresearch/application of new materials, all kinds of construction aim capabilities will beactualized. Under such a background, Performance-Based Seismic Design (PBSD) has becomethe most forward thought.This paper tries to actualize PBSD using reliability design theory and method under thebackground. At present the reliability theory is manly studied in reinforced concrete field,however, after ordinal discussions of reliability theory, seismic design principles, we select thetypical steel frame structure to analyze by probabilistic design system of large business finiteelement analyzing software Ansys. We make a probabilistic emulational analysis on rigidconnection and semi-rigid connection of steel frame structure separately, to get the probabilitycharacteristic of interbedded displacement which is the most important index in the study onearthquake-resistance design, and, take the equation about interbedded displacement andcoefficient of variance by Polynomial match, the result is able to guide engineers to make adecision when they must to take into account System Uncertainty in earthquake-resistancedesign.
