With the rapid development of information technology, the wave of new technology revolution is in the ascendant, and which will lead a new round of military revolution in the field of whole world. The hi-tech weapons play a vital role in modern wars and definitely become the intensifier of the military power, which makes the military great powers develop,transform and absorb the hi-tech achievements more actively instead of depending on the drive of military technology. The prominent character is to speedup the R&D of New-Concept Weapons (NCW) and develop the NCW technology, in order to establish the military dominance. To the challenge of military revolution, the PLA has to face a crucial problem on how to put forward a rational R&D strategy of NCW and develop NCW of our own. As a theoretical tool to solve the problem of cooperation and conflict in the field of social science, Game Theory provides us a new angle of view to research the R&D strategy. It's behind the rationale above that the paper assumes a country as a player in the game of R&D. The paper gives an systematic analysis on the characteristics of composing parts and also the strategy environment which influences the game of NCW R&D. After an theoretical analysis about the game, the paper gives an example to explain how the game plays, which is the game on the R&D of NCW during the period of"Star Wars"between America and USSR. And then the paper also gives a prediction on the equilibrium of the game beween America and Russia in the field of space NCW race. In the last chapter, the paper puts forward some constructive suggestions about the R&D of NCW for military force in China.
