The widespread low frequency oscillation has been seriously threatening the safe operation of power system. The existence of negative damping effect makes it difficult to coordinate parameters of PSS in multi-machine power system. Based on the theory of vibration mechanics, this paper draw a conclusion that low frequency oscillation mode shapes are real, and damping of each low frequency oscillation mode is equal when power system has uniform damping. Then the model of power system with generator using Heffron-Phillips model is built, and equivalent damping coefficient of excitation system and power system stabilizer (PSS) is educed. A single-machine infinite-bus power system is presented to analyze damping characteristic of the excitation system. At last, the thought of uniform damping control is elucidated, and the method how to carry out uniform damping control by PSS is also presented. The 10-machine New England power system is employed to demonstrate the effectiveness of the method.
