With the rapid development of economy and society, the energy consumption rises increasingly. For this, the researches on saving energy become more and more important. The energy consumption of buildings is a big part of social energy consumption. The residential district is very large and the main power consumption is electrical energy. If the electrical energy can be saved, it will be used to improve our industry; in this way, the environment can be protected efficiently. The design and evaluation of using solar energy to save electrical energy is studied in this paper.Firstly, the method for using solar energy was introduced. Solar power system, solar heating system and solar refrigeration system were analyzed.Secondly, the cost of using solar energy was calculated, and can be cut down to some degree by proper design. Because the main residential district energy consumption consists of illumination system and air conditioning system. So some designs on the illumination system and the air conditioning system were conducted. After these designs, the electrical energy consumption of these systems was reduced remarkably.Thirdly, a solar heating system was designed to save the electrical energy consumption of the residential district. The control system, hardware and software system of this solar heating system were set up in this paper. The most important thing in solar system is controlling the temperature. This paper has done some research on the constant temperature control system.Finally, an estimation model was constructed to evaluate the feasibility of solar heating systems, in which RBF natural network was adopted to calculate the total number of the energy that the solar system can save.
