With the scale and transfer capacity of electric network extending increasingly, the quantity of work and difficulty of technology for relay protection setting calculation and management increases greatly, and the request on relay protection setting calculation and management system becomes higher and higher. So, analyzing and developing a set of system faced to engineering for relay protection setting calculation and management of electric network plays an important role in reducing the work of the relay protection workers, decreasing the percentage of protection device's false action and increasing the efficiency and validity of relay protection setting calculation.This system uses Visual Basic 6.0 and MATLAB 7.0 as developing tools, and uses the design principle of modules; the universality and practicality of the system are ensured. The function modules including data input, fault analysis, relay protection setting calculation, data management and graph query are realized in the system.At the beginning, a general structure introduction of the system and main function modules are given in this paper. Then the paper introduces the theory foundation of calculation function module-fault analysis module and relay protection setting calculation module, inducing the solution to common fault in electric network, and setting calculation principle on varies protection. The design and develop method of all function modules are introduced in this paper. The method of hybrid programming is used in the fault analysis module. It saves calculating times, and enhances the speed of relay protection setting calculation greatly. At last, fully estimation of this system's general performance is done, and the advanced design and suggest for the proposed system is also given in this paper.This system can be operated and maintained easily. It has a friendly man-machine interface. And it has been used on actual electric network-Tong Chuan sectional electric network. It proved performing well, as all targets were achieved.
