With the further advance of computer technology, automatic identifying technique has been extensively applied to many fields in recent years. As image is the most effective form for men to obtain and communicate information, image identifying technique, part of automatic identifying technology , with its rapid development in the last 20 years, has been known to be an important way to further discover and develop the world. At present, this technique has an important position in national economy, national defense, and world economy with its extensive application in many fields such as remote sensing, biomedicine, industry, military security, telecommunication, word automatic identifying and transport, and enormous researches worldwide have focused on it.In this paper, the author has explore the algorithm of digital image processing and identifying to realize automatic identification of meter image through the analysis on information checking work for replaced meters. The meter image automatic identifying system first procures necessaried information with image collecting equipment and then through digital image process it focuses on the target area of bar code and data on the meter to recognize the best character automatically by matching with features of character models and interpreting the bar code. After the data is verified with that in meter management information system, procedure of meter replacement is accomplished. Besides restoring meter image, the system can increase credibility of data on power bill by displaying photos of meters.This paper focuses on principles and key techniques in digital image collecting, processing and identifying. The main results of research are as follows: (1) The author has analyzed the present situation of checking work for replaced meters,and advanced to establish meter image automatic identifying system.(2) Deep research has been made in the method of digital image processing such as image enhancement and segmentation, and solving key issues in meter image processing by means of linear transformation, thresholding and edge detection to establish the process to realize digitally processing meter image.(3) The author has carried out research on and take references from OCR(optical character recognition) technique and it is purposed to identify meter image by character segmentation, skeleton processing and feature reading, and then recognizes the best character automatically. It also solved the identified problem of meter especially. (4) According to basic information such as meter number and type, we can find the photo of the meter, which spares the efforts in the search for replaced meters, enable us to acquire their information more quickly and easily and enhance the accuracy of the information. Credibility of data on power bill has been strengthened by confirming it with the photos of the replaced meters.(5) This is the application of meter image automatic identifying system and the logistic automatic control system, automatic identifying system and database management system have been integrated into an automatic-controlling entity, which can fulfill the transport, photographing ,bar code and data identifying, checking and information storage of the replaced meters.After testing the meter image automatic identifying system, we find out the percentage accuracy of meter bar code identifying reaches 95%, and data reading 85%, which is quite satisfactory.
