With the development of society and economy, more and more people can afford one car. While we enjoying the convenience of the car, the emission from the cars becomes the major source of the air pollution. Currently, because of the huge number of the using car, more than half of the pollution of the air is come from the vehicle emissions, especially come from the aged cars, in which the emission control parts were aged and can't control the emissions efficiently. In order to reduce the emission pollution, many regulations were issued out by the State, and one of them is the OBD(On-Board-Diagnostic) System. This regulations need the car be equipped with a on-board-diagnostic system, which can monitor the emission related part or system on line, and if the part or system aged or out of work which can cause the emission higher than the state regulation limits the system should report a correspond failure and light the MIL.The OBD regulation had been excuted in 2006 in China, and this project had developed a system for a new car to meet the State requirements.In this paper we studied the OBD regulation requirements from the detailed module which affects the vehicle emissions, and had finished the following works:1).Analysis how those module function on the emission control, and how can those modules become out of work, and what would happen on emission if they were out of work or worked abnormally.2).Find out some special characters of the module and build the strategy to monitor them if they are functioning normally or not. By those ways we can let the OBD system to monitor the vehicle emissions on line in the end.3).In this paper, we also select the catalyst converter monitor module for development testing and research. First we designed a test to got the monitor character value, and design the logic to do the test. Secondly, we had done the development test on catalyst converter monitor, analyzed the test data and set the final logic data for monitoring the catalyst converter. Thirdly, we had finished the OBD durability test and State Demo test. In the end we released the product control file for catalyst converter monitor module. This car module had been produced as a mass production in 2006 in China as one type of vehicle with OBD system which was the first generation car equipped with OBD system developed in China.In the other hand, this project was the newest application one in China. We had learned a lot from the oversea projects, and also we had got a lot of experiences in the developing testing, which will help a lot in the following developing projects. Those experiences can help us to reduce the developing time, improving the control strategy. And also in this project we had found some shortage of the catalyst converter and its monitor diagnostic logics, those will help us to looking for new technologies to solve it, and also to rising new requirements to the related industry to boost its'system and help to reduce the pollution of vehicle emission.
