Consolidation and interaction theory are two important subjects of civil engineering, which are of great importance for the developing of civil engineering. In 1925, Terzaghi discovered a illustrious theory the effective stress principle and established the consolidation theory of single dimensional soil. Then, more and more researchers entered the areas related. As a result, Terzaghi-Rendulic consolidation theory and Biot's law were born, which greatly promoted the developing of soil mechanics. Because of the combination of soil deformation and water seepage, which greatly increases the difficulties of solving the Biot's Equations, we have obtained only several analytical solutions of special boundary conditions. In this paper, there is a hypothesis that the soil is transversely-isotropic material and then deduce the Boit's consolidation theory of transversely-isotropic saturated soil. Laplace-Fourier transform is used to reduce the partial equations to be second-order ordinary differential equations, and then first-order ordinary differential equations. For the solutions of these equations, eigenvalues and eigenvectors of the coefficient matrix of the first-order ordinary differential equations are calculated. Then the stiffness matrix of the finite layer method, which is one of the excellent numerical methods, is deduced. Based on the results of the first part of the paper, a new theory is established to analysis the interaction of the infinite raft and the soil. In the end of the paper, we have studied the interaction of saturated soil, finite raft and upper structures.
