Since the implementation of hydropower programming, the local socioeconomic system has been enjoying a rapidly development, but the gains achieved by this programming has not been without cost, which have already taken sever toll on the local eco-environment. Therefore, environment assessment is very important in programming planning from the very beginning, and the potential eco-environment problems should be analyzed in order to prevent and relief the negative impacts, by which the hydropower exploitation can appear reasonable while still maintain a robust eco-environment. How to deal with the relationship between hydropower exploitation programming and regional eco-environment is an important concern in environment assessment field of hydropower programming.Firstly, this paper gives an overview on the evolvement of environment impact assessment of programming and hydropower programming, then introduces the application of "3S" method in eco-environment impact assessment, explains some basic theories about terrestrial eco-environment impact assessment of hydropower programming (TEIAHP). Based on the study of related theories and characteristics of the terrestrial eco-environment impact of hydropower programming, we build a set of TEIAHP methods which take the structure of land use, landscape ecology pattern, soil erosion, the loss of terrestrial biology quantity and the terrestrial life-form, especially rarities as the main point of TEIAHP; We conducted a case study in Niyang River, Tibet, and analyzed the terrestrial eco-environment status and impacts caused by hydropower programming. By the methods of forecast and analysis, the eco-environment impacts of different programming scheme are compared, and a better one was recommended from the point of terrestrial ecology protection, and then developed some corresponding measures to protect local eco-environment. The results indicated comparing to three-dams four low-dams are recommended to be the better one in some aspects which are landscape, ecology integrity, biology quantity, nature scene and the cost of ecology; In the study of landscape ecology pattern assessment, the paper chooses all the samples in the area, which is an attempt exploration compare with the traditional methods that choose only part of sample to assessment, and the results indicate that "3S" methods is an useful method in application.
