The Research Of Accounting Regulation On Power Transmission And Distribution Enterprise Enforced By The Electric Regulatory Organization

The power transmission and distribution enterprise is the natural monopoly industry which is easy to have the phenomenon of information asymmetry, so we have to supervise it. In our country, the pricing method of transmission price is cost additive method, so it needs integrate and actual cost information. And further it needs accounting regulation. The main contents of this article as follow: By using the regulation economics, stakeholder theory, the accounting theory and accounting regulation theory as the basic theory of this article, firstly this article defines the connotation of accounting regulation on power transmission and distribution enterprise and elaborates the elements of it, then it draws the comparison between accounting regulation on power transmission and distribution enterprise and the other regulation on power transmission and distribution enterprise. Secondly, this article analyzes the necessity of accounting regulation on power transmission and distribution enterprise from the monopolization of the state grid enterprise, balancing the benefits of the electric power market counterparts and issuing the oil and gas accounting standard. Lastly, this article analyzes the problems of accounting regulation on power transmission and distribution enterprise, and then discusses the experience about accounting regulation on monopoly industry domestic and overseas. This article suggests consummating accounting regulation from endowing the State Power Regulatory Commission with the function of accounting regulation and establishing accounting system of regulation.Main innovations as follows: 1.
