Intelligent Transport System is recognized as the most effectively way to solve the traffic problems, especially , such as traffic jams, traffic accidents, energy consumption and serious pollution issues. As the important areas of intelligent transport systems , the traffic signal control system to be optimized by intelligent means, is the trend of development. So the study of this system is of great practical significance. In the current study process, the traffic-induced theory is of complementary and inseparable to traffic signal control system, which reflected on handling the traffic information, and within them, the traffic flow forecasts and traffic conditions comprehensive evaluation are of important in research. According to the research of the status quo, hot and difficult points at home and abroad, the focus is on the fuzzy theory in which the use of the study.This thises studies the intelligent control of the crossing signal and a simulation. First of all, in the design of intelligent control, combined fuzzy control and neural network, making full use of the two advantages, it has established the control system based on fuzzy neural network. The control system has the following characteristics: First, a comprehensive close to the crossing distance, not simply consider a single traffic crossing situation, but also considered the crossroads of the lower reaches of the traffic situation. The second is a change of the sequence, that is, according to the size of the volume of traffic to adjust the green light to extend the current phase passage of time and determine the next phase passage. Third, take the use of fuzzy neural network to adjust fuzzy control of the membership function, making membership function more in line with the actual situation demands. The fourth is in the simulation process, the use of multiple data systems for training fuzzy neural network, the network has been optimized.This thises has also discussed the importance of traffic information processing and traffic information at home and abroad. Based on that, it studieds the fuzzy theory which can apply to the traffic status discrimination and traffic forecasts, and makes decisions supporting for passengers and managers by more directly useful information, which comes from the basic information. And the thises applies the fuzzy theory to the traffic status discrimination and traffic forecasts of traffic information processing. Based on the comprehensive fuzzy evaluation theory, it brings forward three traffic parameters which in accordance with the road and a junction, of traffic status discrimination, thus the macro-monk operation of the traffic is given. Fuzzy linear regression model is applied to predict the traffic flow, that can provide forecasts of information for traffic management, such as traffic control, traffic flow-induced,and so on .
