Performance based seismic design means that to define the performance design objectives bases on the importance and the use of structure, and then raise a series of seismic levels to make sure that the buildings designed according to the levels can fulfill the target function according to the performance design objectives during the time span of using and in the future earthquake. The core point is quantifying of performance design objectives, and many scholars have raised related damage evaluation models. Park-Ang seismic damage model is the most representative one, it considered the earthquake damage as the result of the first time of exceeding and the cumulative seismic damage, and has a good experimental basis. By multiplying another energy weighted coefficient which is related to load path and can be calculated by critical ductility factor and equivalent energy factor, the modified Park-Ang seismic damage model is obtainedIn this paper, the statistics for the effect factor on the non-negative parameter (3 based on Lehman test data of PEER column performance database cyclic loading test of reinforced concrete bridge piers and the calculation of displacement with the help of USC_RC program shows that the improved model have a good evaluation of the bridge pier for different column height.Finally, the calculating of the different damage models at different damage states of the initial spalling, final spalling, spiral buckling, and longitudinal bar buckling shows that the index of Park-Ang model have a scatter distribution and appears accurate for the middle stage. However, it is much better for the improved one to estimate the damage of the last stage.
