Traffic system is the artery of the social economic activities. With the sustained rapid development of our country's economic, city motorization is increasing day by day, and traffic demand is also growing with the enlargement of city scale. With the limited resources and environmental capacity, the unbalance between the supply and demand of city traffic system becomes significant and the traffic congestion is more and more serious, especially in major cities in China. Traffic problem has become the bottleneck problems in the development of urban socio-economy, which needs to be resolved as soon as possible. How to efficiently solve the traffic jam and congestion from the causing mechanism of traffic congestion has been an urgent issue to study.From the causes of traffic congestion, this paper discussed the characteristics of various causes and manifestations of traffic congestion on the analysis of the mechanism of traffic congestion in major cities. Then, through the introduction of the theory of Wuli-Shili-Renli, which is an oriental system engineer methodology, this paper built a countermeasure model of traffic congestion based on the theory of Wuli-Shili-Renli. Finally, as an example of Beijing, the traffic model is validated, and countermeasures based on the theory of Wuli-Shili-Renli were proposed. The conclusion provides some guidance and practical value in solving the traffic congestion in major cities.
