In China, for small and medium-sized basin water resources development and utilization there is a lot of problems.Most notably the two points: first,in a basin the argumentation of a practical exploitation on ground water,surface water,or conjunctive use of surface water and ground water is not thorough enough,leading to surface water and groundwater fighting for water,upstream and downstream in a basin fighting for water,and the ecological environment and socio-economic development.Such things for water are common occurrences.Traditional water benefit refers to the integrated benefit of water resources,the paper referrs to the benefit of water resources development means"net benefits of water resources".It is a new assessing index that from the traditional water resources (gross) in the benefit of water resources deducted development costs.Now introducing benefit analysis to the optimal allocation of water resources is very necessary and timely,even though the theoretical research of benefit analysis is still in the exploratory phase,its effect in water resources development can not be ignored to a certain extent. Thus definitude what form of water can be exploited(surface water or groundwater, or surface water and groundwater joint development) and how the allocation of water resources in the basin to make the economy the greatest net benefits, and the least water consumption and the impact on the ecological environment can also be accepted within the framework .For a reasonable demonstration of future water resources development provide a new way of thinking, meanwhile it also opened up a new way for small and medium-sized the optimal allocation of water resources.Therefore the benefit analysis theory which will be applied to optimize the allocation of water resources in Yinmahe drainage basin both in the theoretical and practical aspects have important study significance.Yinma River is the second larger tributaries of the Songhua River,the whole basin is slightly oblique rectangular.The eastern part are mountains and the Songliao Plain transitional zone,and the southern part is rolling hilly,and north-west is the Songliao Plain,and in the center is Plain Platform,and in the south-central Yishu basin is wavy undulating platforms in front of which scarp obviously and the most are cut by the valley in the North East and North West.Exposed formations within the catchment including the Jurassic(J), Permianstrata(P),Cretaceous(K),Tertiary(E)andQuaternary(Q),and a little of Yanshanian Mountain granitoids(γ52 ? 2 ( 2)).Yinmahe drainage basin belongs to the continental climate, with four distinct seasons.Dry and windy in spring,and hot and rainy in summer,and cool in the short fall,and the long cold winter.Average temperature 4.92℃;The most high temperature in a year is in July,and the average temperature is 22.79℃;and January is the coldest,in which the average temperature is -16.7℃.According to meteorological statistics analysis,the temperature was rising year by year.Accurately assess the quantity of water is the first things in optimal allocation of water resources.Its purpose is to ascertain the quantity and the distribution of temporal and spatial of water,and know the quantity of water resources which human activities can dispose of.According to the calculation,In Yinmahe drainage basin average precipitation for many years is 626.8mm;surface water resources is 7.86×108 m 3;groundwater resources is 7.84×108 m 3; allowable groundwater withdrawal is 5.86×108 m 3;the duplication of water is 1.36×108 m 3;the total water resources is 14.3×108 m 3; minimum ecological runoff in Yinmahe drainage basin is 2.56×108 m 3;artificial ecological water is 0.11×108 m 3;the total ecological water demand is 2.67×108 m 3;available surface water resources is 5.02×108 m 3; available groundwater resources is 6.30×108 m 3; available water resources is 11.32×108 m 3.Limited to information,the evaluation of surface water and groundwater resources take a unified balance region,and only choose a representative Hydrometric Station in each balance region to calculate the precipitation and surface runoff.This district considered the hydrologic characteristics of surface water and groundwater,so for a single assessment it is not a quite reasonable; the calculation of ecological water demand is more shallow,and as a restrictive conditions on the net economic benefits in the water resources allocation model,it is not the same as other literature on the ecological water requirements;no calculation and evaluation access to the exit and entry water.Choose 2000 as the current year,2010 and 2015 as the planning years.At the guaranteed rate of 25%, 50%, 75%,the total water supply in 2010 were11.32×108 m 3,9.54×108 m 3,8.09×108 m 3; the total water supply in 2015 were12.04×108 m 3,10.14×108 m 3,9.13×108 m 3;the total water demand in 2010 were9.91×108 m 3,10.52×108 m 3,11.2×108 m 3;the total water demand in 2015 were10.81×108 m 3,11.5×108 m 3,12.16×108 m 3.It can be seen that in the basin water demand has been greater than water supply.With the increase in population and socio-economic development, water demand of Yinma River Basin will be growing, and the volume growth of water supplied is lag behind in water demand growth,imbalance between supply and demand will become more prominent.But the water supply and demand prediction accuracy is not high,and the prediction for water supply did not take into account water recycling water, which may also be made water supply smaller.By water water resources assessment Yinma River and the supply and demand balance analysis,construct water resources optimizing allocation model,apply analytic hierarchy process to determine the benefits coefficient( ck ) of economic benefit variable,according to sensitivity analysis results determined in accordance with weight coefficient(λ) interval of multi-objective variable,then solve for generating configuration sets.According to optimization allocation model,in the same planning year we can see,when the total consumption is invariant,with the increase ofλ,economic benefits weight in the model is increase;the transformation for the allocation of water use tend to district which the benefit coefficient is larger,and when industrial water consumptionsignificantly changes,the net economic benefits is larger increased rate than any other water consumptions changes,also the overall net economic benefits are obvious changes in the model.That is within a stable weight coefficient range,the properly increase in industrial water use,which will increase the unit benefits of water resources.In the different planning years,with the value ofλis same, with the time lapse the total water consumption increased,and economic benefits also increased,which is consistent with modeling mind that can proof the model being correct.With the value ofλchanging, water consumption is basic no change in agriculture,domestic and ecological environment.This is because that the water in the study area is mainly used to agriculture,while agricultural water output value is more different than industrial.To meet the purpose of the greatest economic net benefits,water use increased in industry may has the priorities.And in the model constrained conditions, water consumption for agriculture,domestic and ecological environment have a minimum restrictions,resulting in these water consumption having not changed.If not to restrict the lowest water consumption for the agriculture,domestic and ecological environment,the results of model will be unlimited increased for industrial water use,which does not conform to reality.But such restrictions reduced practical value of the water resources allocation model,so it needs continue to improve. Limited to the lack of the raw data in the water use of trade,it failed to carry out the allocation plan of water resources under different guarantee rate in the planning years.In the full information,we will continue to improve.The study is an attempt to the optimal allocation of water resources, providing a new idea for the reasonable proof of the future development of the water resources,meanwhile, providing a reference for construction of reserve water in Changchun City.
