With the wide application of the impact and non-linear loads in the electrical network, voltage fluctuation and flicker has become the power quality problem which the power system pays attention day by day. Actually, voltage always has the approximate periodicity fluctuation feature, the research of flicker measure on approximate periodicity voltage fluctuation, has important significance to consummate and solve flicker problem.This paper proposes the wavelet decomposition and synchronization detection method, which can detect the approximate periodicity voltage fluctuation and flicker signal. From theory reasoning and simulation analysis, confirms this method feasibility and correctness for approximate periodicity voltage fluctuation and flicker signal detection, base on the flickermeter design principle recommended by IEC, completes the flicker measure design for voltage approximate periodicity fluctuation. At the same time, combines to the transmission coefficient among different voltage classes, through a series of simulations, does researches on the flicker transmission rule in the electrical network.
