"Both development and conservation and give top priority to conservation"is the fundamental way of solving the energy problems. In cement plant, glass factory, iron and steel plant and other heavy industrial enterprises, there are a lot of waste heat created with production process and the waste heat have greater value because that contain a certain quality of energy. Based on discussing waste heat resources types, features, storage and basic ideas of generating using waste heat, it designed the actual technology programmers in a low-temperature waste heat generation; it built the equation of power with matrix and it optimized the system by analyzing the composite flash and Steam mixed system using that model. By using plant operation parameters of low-temperature waste heat power plant and mathematical model constructed, it calculated the example take MATLAB as tools at the same time.
