Voltage and reactive power control is an important issue related to voltage stability, voltage quality and economical operation of power systems, also has been attracted a large number of power workers and researchers to pay attention to.As for the substations who contact the power grid and the consumers, by reasonably regulating the transformer tap and throwing or cutting the capacitors, it's able to promise voltage qualified and reactive power equilibrium, to a great extent. Voltage/reactive power control is one essential function of automatic system at substations, and Important component of voltage/reactive power common control of local grid. With the development of the grid reconstruction in the whole nation range over the past few years, independent VQC are equipped in the most of substations who are loaded with the regulating transformer and capacitors. Although these equipments play a positive role in the aspect of improving voltage quality and reduce grid losses, some defects that should been improved have been discovered.Specifically for above-mentioned problems, it's urgently need to design a voltage/reactive power control equipment that is able to adapt to the need of substation automatic system and voltage/reactive power control, makes up the deficiency where exist in current control equipments, makes use of fuzzy control and computer emulation technology to develop more perfect and more utility device for substations.Through analyzing the state of voltage/reactive power control for substations so far, and satisfying the basic requests that promise voltage qualified ,reactive power balanced almost, the least number of regulation, This paper propose a scheme about voltage/reactive power for local grid that base on TSC, and design a controller that consist with two kinds of Artificial Intelligence method combining with fuzzy control and expert system technology, that have reserved the ability of fuzzy control to deal with uncertain problems as well as make use of the ability of expert system to make consolidated decision. The thesis has taken substation as example, discussed the design process of voltage/reactive power control for substation based on fuzzy control and expert system technology, verified the effect of the scheme by the simulation.According to the technology demand and control function of VQC, a new VQC device based on IPC hardware platform and single-chip system based on PSD has been developed, and the design of its hard and software is detailed. The results of both testing and operating of the sample device indicate that the regulating method and control strategy is reasonable, accurate and reliable. It can solve the problems such as low control efficiency, excessively frequent regulating and unfriendly interface that result from the limitation of control strategy and hardware in the previous VQC devices. The performance of the device meets the operating need of substations and has reached the request of practical operation.
