Numeralization of electric power enterprise is complicated and very urgent process, establishing the perfect modern power customer service system is an important part of electric power enterprise numeralization. In these years, electric power enterprises in our country, introducing into the marketing service conception of the electric power enterprise in developed nation and using modern network and communication technique, already begin to gradually establish more perfect modern service system .At the same time, with the rapid development of mobile communication technique, cellular phone has become a main communication tool .Because the message special advantage and its vast application prospect in the electric power field, most of electricity power company have the need of establishing electricity power message system.This paper according to the need of power company, making use of the existing resources, constructs a message system in order to uniformly manage and supervise each inferiority power supply bureau and other dept concerned of province power company. For insuring system of stability, the author has lucubrated on the TCP network flow control and congestion control, and brings forward resovlement according to the actual situation. Because TCP exponentially grows it s congestion window during the initial slow start period, many packet s are lost during this period. This makes TCP coarse-grained timeout and deteriorates TCP's performance. Based on the deep analysis of the TCP connection, this paper gives the equivalent bandwidth concept and deduces it s analytical expression. According to this theoretic analysis, this paper proposes an improved TCP slow-start algorithm based on link band-width forecast .At the same time, we evaluate the algorithm's performance, fairness and compatibility on the NS platform. The results of simulation prove that this algorithm can resolve the problem, of which many packets are lost during the initial slow-start period. It increases the good throughput of TCP flow. Because this algorithm only modifies the sender of TCP a little, it is simple, practical and effective .Finally the system's deficiency and the work will be done in the future is expect.
