The aim of human developing water resources is to meet the requirement of water, and to promote the development of the society and economy, and to improve the environment. However, with the population growing, the industry and agriculture developing and urbanization level increasing, the requirement of water resources has been increasing day by day, which has led to the imbalance between supply and demand of water resources.In this paper, relying on the Natural Science Foundation Key Subject, Research on Optimal Allocation of Water Resources in the Vegetation Construction in the Sandy Area between Beijing and Inner Mongolia, taking the Inner Mongolia section of Luan River Basin on the southeast margin of Hushandake sandy land in Inner Mongolia as study area, the available quantity of water resources was analyzed, and the water requirement of crop was calculated accurately. Based on the principle of sustainable development and the consideration about the influence of the available water quantity on the macro allocation of water resources, the rational allocation mode of water resources use right in the Inner Mongolia section in Luan River basin was studied considering the available quantity of the ecological water requirement, by which living water, process water and ecological water can be allocated in a reasonable way.The main research content includes:1. Single crop coefficient approach and dual crop coefficient approach were used to calculate the water consumption of steppe community in non-growing period and growing period.2. The development and utilization status of water resources in study area was investigated and analyzed and that of the target years of water conservancy planning were predicted.3. Multi-objective genetic algorithm model was established. According to the principle of taking ecologic water priority and insuring industrial water, water resources were allocated rationally.
