Water resources system is a complex system under the impact of human activities. It involves the society, the economy, the environment and so on. But water resources system also is an evolutionary system under the common action of the natural condition and socioeconomic status. Because there is being many participators that represent different interests in the system, such as the government administration section, citizens, farmers, industrial organization etc. these participators usually make decision according to the different rules. In order to realize the sustainable development of water resources, the government has to make a uniform administration and operation for water resources. Under the macro-control, each water consumption agent is forced to take positive countermeasures, and change their behavior to adapt to environment changes. It is the simple behavior of various agents that system has constantly evolved. So it is necessary to simulate the procedure of water resources system dynamics. This is the main objective of paper.Based—on agent simulation technology is a advancing method for solving complex system presently. Through the way of bottom-up, reviewing the different state and the characteristic of behavior about agent, and the effects between agent and environment, Then express the macro feature, is a very important means of analyzing the complex system and studying the strategy.This paper first present the basic concept, structure of agent, and multi-agent communication mechanism. The modeling method and approach based on agent was analyzed. On this basis, an approach for analyzing water resources system based on agent is presented, and agents are confirmed in the system. When constructing a specific agent, this paper use system dynamics to build its internal structures, a case study was made on the application of industrial water use agent; and water consumption regulation on industrial sectors was discussed. Then the behavior of industrial water use agent was concluded, and constructing a pure Sense-Respond agent. Finally, The process is simulated in VENSIM software, The simulation results show that a fine control result that reflect the interaction among agents in the system can be obtained by this method. And conclude a dynamics process of each agent in the environment.
