The Discuss Of Urban Public Space Plan System In Fast Urbanized Time

As an important part of the urban space system, urban public space is the main content and method to raise the city overall level. In recent years, the theory and practice of the public space in the design aspect had the considerable progress, but lacked taking the space construction as an system for research. Compared with other domestic plan establishments at present, the urban public space system planning is still a weak link. At the same time, the fast urbanized advancement also proposed the new challenge to our city public space construction. The thesis takes this as a starting point, from establishment of the public space design to the implementation in the management stage, proposes the new strategy of city public space plan system ,to suit our national condition.The article starts with the concept of urban space, explains the connotation and extension of urban public space concept,limits the scope to the article, and then narrates the current development of urban public space and the system research situation. Based on profits from the domestic and foreign urban public space systems fundamental research and the construction experience, the article proposed a systematic construction frame to suit our country national condition.The emphasis is to unify the urban planning establishment system, taking newly promulgates "Urban planning Establishment Means" and "Reality of laws" as the backing, constructs levels of the space planning system frame, as well as the public spatial management, governs and rules the system, to realize the spatial management jurisdiction and the operating right relations conformity. It attempts to found explicit public spatial design criterion in the urban planning and the city design domains. Unifying the urban planning system, it analysises plan control in the city public space aspect concrete operation content, attempts to establish the overall planning management frame. Finally from various aspect it discusses the construction countermeasure, provides the legal system foundation for the public space construction, thus safeguards technology stratification for effective implementation. At the same time, it also has the important practical significance regarding to the plan system reforming nowadays.
