With world energy crisis and the increasing voice to environment protection, hydrogen as a clear efficiency energy sources attracts more attention. Solid polymer electrolyte water electrolyte technique for hydrogen production has many advantages such as higher efficiency, lower energy consumption, stabilized electrolyte performance, safe reliability and so on, and has wide application and great development potential in military affairs, energy sources, industry and scientific research. But high-cost of SPE membrane electrode is one of the most important barriers which restrict water electrolyte equipment industrialization .To reduce the cost of SPE membrane electrode, and increase electroanalysis efficiency, preparation technology and condition in electrolytic operating should be optimized.The decal method is employed to prepare membrane electrode. The affect of preparation conditions, such as decal temperature, decal press, decal time, catalyst loading, quality proportion of anode catalyzer and dry nafion, diffusion layer materials .etc, as well as operating condition to water electrolyte cell performance, such as electrolyte temperature, water quality, water flux, position and initial water cut in membrane electrode .etc of membrane electrode is studied by experiments. The results show that the best performance is gained in the condition that decal material is 0.4mm silicon rubber, anode diffusion layer is 40 eye braided titanium graticule, cathode diffusion layer is carbon paper, anode catalyzer loading is 3mg IrO2/cm2, quality proportion of IrO2 and dry nafion is 10:1, cathode catalyzer loading is 1mg Pt/cm2, quality proportion of Pt and dry nafion is 2.5:1, decaling condition in 130℃, 16.88MPa, 120s, In addition, in constant electroanalysis voltage, current density distinctly increase as temperature. Furthermore, the affect caused by water quality, water flux, position and water cut in membrane electrode is not found.
