| With the high-speed development of shipping industry in Yangtze River, it creates considerable society economic value, but also brings the enormous negative impacts - water traffic accidents. Only in 2007, there were 411 traffic accidents and dangerous situations in Yangtze River, resulting in 62 people casualty, 30 shipwrecks and a direct economic loss of 17.1 million yuan. With the huge losses, hard rescue and wider incidence, the water traffic accidents not only impact the normal operation of golden waterway, but also lead to great loss of life and property and heavy social influence, the contradiction between the development of shipping industry and poor safety situation is more and more serious. Therefore, in accordance with the scientific concept "safety first, prevention-oriented, comprehensive management", building up the early warning management mechanism in Yangtze River is helpful for the shipping industry developing healthily, safely and orderly, which has significant economic and social benefits.This paper selects the water traffic accidents as research object, based on the methodology of traffic safety engineering theory and early-warning management theory, through field research and statistical analysis, reveal the occurring mechanism and the evolution of water traffic accidents, so as to discuss how to set up early-warning mechanisms and methods for avoiding traffic accidents in Yangtze River, and puts forward some relative Countermeasures and suggestions for the implementation.The paper analyses the present situation of the accidents, the accidents regularity, the actuality and problems of water traffic safety management in Yangtze River, by analyses safety management of international inland waterways, from the aspects of management system, safety technology, management organization, informatization construction and legal system building, brings forward some enlightenments to the shipping safety management in Yangtze River.Considering the actual situation and the characteristic of the water traffic accidents, based on catastrophe theory of Rene Thom, the paper analyses the disastrous factors in water traffic system (human- machine- environment), builds up the water traffic system catastrophe model, and then illuminates the occurring mechanism and evolution of traffic accident visually.Applying methodology of traffic safety engineering theory and early-warning management theory, combining the water traffic fact in Yangtze River, the paper designs early warning management mechanism of water traffic safety in Yangtze River. To build up the early warning management mechanism, the paper indicates its objects and functions, proposes the holistic framework and organizations construction and duties, formulates its operation model and organizing processes.In order to ensure the early-warning mechanism operating efficiently, the paper puts forwards relevant recommendations and Countermeasures, which include establishing a sound surveillance monitoring system, setting up early warning organization system, building up and continuously improving the early warning countermeasure warehouse, deepening security supervision and management, and strengthening the building and management of the early warning management workers and so on, so as to provide reference and model for the construction of early warning management mechanism of water traffic safety in Yangtze River. |
