Water is the source of the lives: water is the substantial foundation of the human being's survival and national economy and water is the important safeguard of sustainable development. The sustainable water resources utilization is involved in the population, the resources, the environment and society. With the rapid population increase, the social and economic development, and the people's living standard improvement, the requirement of water quantity and quality is becoming more pressing. However, the available freshwater is limited. Additionally the pollution and the waste of water resources have aggravated the contradiction between water supply and water requirement, which becomes one of the key obstacles of social development. While large-scale reservoir group system is come into being, the contradiction between water supply and water requirement softens to some extent. Unfortunately the integrative operation becomes from complex to complex, and its station and function become from prominent to prominent. Fortunately considerable benefits can be made without additional investment by reservoir optimal operation. Thus reservoir optimal operation is an effective way to improve the social and economic benefits of the integrated reservoir.Reservoir operation usually includes common operation and optimal operation. Based on the rules, common operation accords with established storage process through discharge controlling theory and water energy method. Although common operation is simple and intuitive, the results are not necessarily optimal and it is not easy to handle complex operation problem of the reservoir. Optimal operation gets optimal outcome through complex mathematical models. Two critical problems confronted by reservoir optimal operation are to convert a real optimal operation problem to an appropriate mathematical model and to construct a best optimal technique for solving this model. Genetic and ant colony hybrid algorithm is proper to solve nonlinear programming problems with restrictions, which most of the reservoir optimal operation models belong to.A method of optimization in solving reservoir optimal operation model is introduced by the description of genetic and ant colony hybrid algorithm. Genetic and ant colony hybrid algorithm is based on genetic algorithm and ant algorithm. The basic theory is that we adopt genetic algorithm with its properties of speediness, randomicity and global convergence to give information of the pheromone to distribute firstly, and then we adopt ant algorithm with its properties of parallelization, positive feedback mechanism and high efficiency to enhance the efficiency under the condition of having some initial pheromone distribution. Then a new optimal model are introduced which created by combining optimization method with the genetic and ant colony hybrid algorithm. The optimal hybrid algorithm is introduced by applying the hybrid optimization into genetic and ant colony hybrid algorithm. And Zhangze reservoir is researched as a case.It is indicated that genetic and ant colony hybrid algorithm is efficient in solving reservoir optimal operation problems. Expansion of this approach to other types of reservoir optimal operations is also available. Beside, this paper uses oriented programming tool to develop the software which can be used in Zhangze reservoir operation. The function of the software is reliable, and the operation is stable, and the interface is friendly.
