This paper studies the wind speed forecasting model in a new method. The author introduces and applies the local wave theory to the wind speed forecasting field. The theory can be used to smooth the wind series and improve the forecasting precision. In the first part, the Local wave method is uesd to decompose the wind speed series and separated the non-stationary factors from the wind speed series, in which the wind speed series can be smooth. In the second part, the common modeling method is uesd to build the model of every component and form the final unitized model of the wind speed series. The paper models the non-stationary series experimentally and provids a completely new thought for the non-stationary series modeling from a new perspective.
