China's national economy has witnessed rocket development with its further reform and opening to the outside world and entry into the WTO and globalization and integration of the world trade and economy. As a consequence, China's shipping market has been unprecedented prosperous. In particular, waterborne traffic in Pohai sea area will become busier as a result of development of Tianjin Binhai District, booming economy in the area of around Bohai Sea and the implementation of revitalization of Northeast old Industry base. To effectively reinforce management of the waterborne traffic in Pohai sea, regulate and streamline the vessel traffic and to guarantee the ship visit safety, improve shipping efficiency, prevent traffic accident and to free the water area from pollution, it is necessary to make full investigation and deep study on the waterborne traffic of this sea area.In light with the requirement provided in General Rules of Shipping Route System of IMO and expert opinions, plus the design of shipping route system at home and abroad and the actual situation of Bohai sea, the paper adopts four ways of ship routing system to reasonably plan the sea area, namely, navigation separation scheme, recommended waterway, suggested ship route and precautionary area.Based on the AIS real observation of marine traffic, adopting AIS vessel traffic materials of AIS center of northern sea area and taking the special characteristics of marine traffic accidents in Pohai waters into consideration, the paper arrives at the conclusion that waters outside Tianjin Port and near Caofeidian and Changshan waterway and vessel track features high density and great danger. Considering the real situation and diverse affecting factors, to design a set of optimal shipping route decisions.The plan is effective in improving the navigation condition of vessels and reducing traffic accidents, moreover, it can also accelerate turnaround speed of the vessels and generate enormous economic benefits. Therefore the plan is very productive and valuable to the development of surrounding areas.
