Along with the economic development and the social progress, the necessity for expressway transport raised very rapidly. Traffic congestion is becoming more serious day by day, which leads to frequent accidents. Traditional monitoring technique can't satisfy the new application demands in highway environment. It has long been a dilemma to solve such a problem disturbing people. As a part of the intelligent transportation system, expressway whole monitoring system provides a feasible scheme to solve such a bother.This article, by analyzing the traffic flow model of expressway, discusses relationship between traffic characters and every traffic parameters, and explores the normal controlling strategy ,such as the on-ramp control, the main line of control, network control, establishing a base for the development of whole monitoring system. While, by analyzing objective and function of the expressway monitoring system, we determine the requirement of the functions and structural composition of the system. Taken into account the specific circumstances of Hangzhou-Huangshan Expressway, the article makes a study of the systematical component, requirement of the functions, arrangement scheme of site equipment of Hangzhou-Huangshan Expressway whole monitoring system.After analyzing the theory of BP neural network,an incident detection approach based on the BP neural network is presented. It uses the BP neural network and its improved algorithm to establish the simulation model. Through the concrete example, using mathematical instrument MATLAB and its neural network toolbox, it has produced the corresponding simulation curve.Finally, based on the incident detection and incident analysis, this article provides a strategy for dealing with the incident in the whole monitoring system.
