Real-time flood forecast is one of the most significant and effective non-structural measures for flood control , which usually has two courses: flood forecast and real-time correction. Real-time flood forecast system , which actualizes the automatic of hydrology information acquisition , transmission , pretreatment and forecast , provides technical support for flood protection scheduling decision making and becomes the development direction of water regime automatic surveying prediction system.On the basis of flood forecast theoretics summing-up and concluding , one-dimension hydrodynamic model of the single river is established as one-dimension discrete Saint-Venant equation by the four-point linear priesmann implicit scheme. Both chasing method and Newton Iterative Method are advanced to work out the discrete equations , and the two results are analyzed and compared. The model parameter is defined in Xinyi river as well as history flood information , which is prepared for model test, and the result is excellent. In order to improve forecast precision , Kalman filter is coupled with the model to emendate the result, and it performs perfectly. On the principle of normative , dependable , simply operational and all-purpose , the real-time forecast system which can handle data management , forecast , real-time emendation is established on computer as the center of database.It is the main content including model upbuilding , model verifying , real-time emendating and the foundation of real-time flood forecast in Xinyi river.
