The application of nuclear and the radiation technology benefits us very much, while also has brought about the security and environment issue. In recent years, kinds of accidents have happened during the nuclear and the radiation technology application process constantly. Statistics showed that, there were 1281 accidents of this kind recorded from 1954 to 1994 in our country, with an average of 31 per year. As a whole, 3393 people were irradiated in above accidents, and 8 people died in 4 accidents. In the past few years, several radiation accidents occurred continually in Shanghai. Among them are two gamma radiography apparatus stolen cases happened in Jinshan district in 2004 and 2005 respectively, which were of quite effect. One of which that was stolen in 2004 is still missing, and the other of which stolen in 2005, whose shielding was broken by force afterwards, caused great dose to some people. It is learnt from above accidents that nowadays the loss or loss control of radioactive sources for gamma radiography is the most serious issue of Shanghai's nuclear and radiation security. Objectively, radioactive sources for gamma radiography are the easiest ones to cause radiation injury accidents due to their mobility, danger, being used outdoors and at midnight, as well as hidden trouble during transportation and storage. At present, the regulator is unable to master the condition of radioactive sources for gamma radiography timely, thus regulation is passive. If the position of the radioactive sources for gamma radiography were tracked in real time, the regulator would be able to master the dynamic situation of them. Even if they were lost or stolen, their positon could be located instantly by using the positioning device on them, and the possibility of finding would be greatly increased, thus the harm of the radioactive sources for gamma radiography which are out of control to the society could be reduced as far as possiple. This research project is focused on the feasibility of establishing the real-time monitoring system of radioactive sources for gamma radiography, which enable the regulator to locate these sources at any time towards maximum of preventing them from losing control. Once this research shows that the establishment of such a system is feasible, it would be applied and offer a powerful tool for Shanghai's nuclear and radiation security with good social benefit.
