Along with the further reform and opening up at home as well as the globalization of international economy and trade,our national economy is given full play and continuous and fast development in a healthy way.The mushrooming of the volume of foreign trade further brings along with the prosperity unexampled in the history of shipping market as well as the improvement of the corresponding berthing facilities.The berthing qualification is part of the port and fairway constructions,also the important connection part between ships and port.If collisions happen between ships and berth when berthing or unberthing,it can not only bring economic damage to both parties,but also affect the normal port operations,influencing the development of national economy.Therefore,in order to prevent accidents and alike, it makes practical significance to do risk assessment for collisions between ships and berth,to fix up the berth with high risk and to supervise specially.As the method of system fuzzy optimization with multiple objectives and multiple levels possesses that not only does it have religious theory,but also it is convenient and practical.When it comes to the problem which has complicated inside system and objects of high hierarchy and large quantity,this method always makes a big difference.If the desired value chose is representative,then the results selected out can reflect the rank ordering conditions of relative membership degree for different berths.This text described the method of system fuzzy optimization with multiple objectives and multiple levels and its application.Through real cases,it verified the method's reliability.And through dividing correlative ordered hierarchical structures, the problem of collision is getting clear.And with the theory of system fuzzy optimization with multiple objectives and multiple levels,fuzzy optimization target system for factors concerning collisions with multiple objectives and multiple levels can be established.In this text,the method of system fuzzy optimization with multiple objectives and multiple levels was applied into real cases,and with the analysis for risk of collision between ships and berth in Dandong Port,fuzzy optimization target system for factors concerning collisions with multiple objectives and multiple levels was established.Utilizing the method of system fuzzy optimization with multiple objectives and multiple levels,taking the output of low level as the input of high level, doing calculations for every level's unit system,the rank ordering of relative membership vectors was obtained,and the risk with relatively highest risk was determined.This method supplies reference suggestion of high credibility for the conceming safety supervisors.
