The public traffic is not only the key component of the public traffic ,but one of the most convenient traveling tools for people. Therefore the service level has a great impact on the convenience and comfortability of the trip to some extent. AS a result, it affects residents'living situation.So,With the socio-economic development and improvement of people's living standards,the increasing of demand for bus travel , the people request higher quality of service to urban transit,especially to the conventional transit. This thorny problem on how to scientifically and reasonably evaluate present conventional transit service level and improvement measures. Consequently, it has the extremely important practical significance on improving the conventinonal public transit service level and meeting people's growing demand for bus travel.From passenger's perspective, based on the factors that affect passenger transit trip and transit trip decision-making process, the paper respectively from transit availability,travel time and cost,comfort and convenience,safety and security aspects, establishes measure index for transit stop,transit line and transit system, builds the humanized quality of service measure system.On the basis of the Customers Satisfaction theory in management science, according to the feature of positive correlativity between the satisfaction and the quality of service, and design transit customer satisfaction surveys program and the disposing methods of the survey results.Through the investigating the passengers'satisfaction level on different transit service items and results of relative weight of every item , we can get passengers'real attitude,Finally find the key to improve.Based on the fuzzy decision theory ,the analytical hierarchical process with fuzzy number and fuzzy linguistic variable is proposed,and it is applied to the humanized evaluation of conventional transit quality of service.With the multiperson evaluation of the upper level criteria weighs ,the experts opinions are aggregated with fuzzy Delphi method,and triangular fuzzy number weights can be got.The lower level criteria weights and the appropriateness values of each alternative are presented with fuzzy linguistic variables.Then the overall evaluation of each alternative can be got with hierarchical aggregation methods. Finally ,the fuzzy evaluation values are ranked with coefficient of variation(CV) method,the sort results of each alternative can be got. At last, this paper puts these analysis and evaluation methods into use within the Chongqing city. From some aspects of transit passenger satisfaction,combined evaluation of conventional transit quality of service and single index analysis, we can evaluate the present transit service level and summarize the problem of Chongqing transit quality of service, finally the improvements are given.
