Traffic Organization is used to fully utilize the potential of the existing road network and improve the capacity of road and transport infrastructures, which provides an effective means to mitigate traffic congestion. However, different measures require different premises of road and traffic status, and improperly implemented organization measures may not only fail to alleviate traffic congestion, but, on the contrary, lead to further deterioration of the congestion. Therefore, it is necessary to conduct the research of the applicability of traffic organization so as to guarantee the effect of the implementation of traffic organization measures. Based on the mechanism of traffic congestion of signal controlled intersection groups, the applicability of traffic congestion measures was analyzed with signal controlled intersection group as the basic network unit.Firstly, the organization principles of signal controlled intersection groups were discussed, and then the focus of the study was laid on the applicability of left turn blocking and one-way traffic measures. As to the applicability study of the left turn blocking measure for motor vehicles, based on the characteristics and impacts of left turn traffic, the impacts of the percentage of left turn vehicles on the efficiency of intersections were discussed from theory and simulation analysis, and it was put forward in the paper that the necessity of implementing left turn blocking measures at intersections was judged by the percentage of left turn traffic and the congestion level of the intersection. Then with the evaluation indexes of the queue length on import lanes and the average delay of the the target intersection, traffic efficiencies running in the modes of MUTIT and P font were analyzed before and after left turn blocking measures, and through the comparison of the variation of traffic efficiency at the intersection and intersection group before and after left turn blocking, the feasibility of left turn blocking measure was probed. As far as applicability research of one-way traffic organization is concerned, the essential needs of one-way traffic organization were analyzed, and the variation of traffic efficiency after the reallocation of traffic on intersection groups caused by the implementation of one-way measure was studied, and based on the evaluation indexes of the queue length and the general runtime inside the intersection group, the applicability of one-way traffic organization was given.Based on the mechanism analysis of signal controlled intersection groups of previous studies, the applicability of traffic organization measures at signal controlled intersection groups were studied. Achievements of this study not only enriched traffic congestion theory at signal controlled intersections, but also provided a scientific basis for the decision making of traffic management departments.
