Boasting unique advantages in nature, geography, and energy, areas neighboring rivers have long been the city centre, as almost no birthplace of civilization in the world ever fails to be adjacent to rivers where water resource in demand is amply available. In one word, rivers have advanced and guaranteed urban development. However, obstruction of traffic crossing rivers has always been an insurmountable barrier to economical development, which impairs the balance between economy, culture and politics.Fuzhou city, located at Minjiang estuary delta basin, is supplied with water resource. Both Minjiang River and Wulong River run from east to west through this city, acting as the"threshold"of the urban development. In order to achieve the goal of the overall planning and carry out the strategy of urban development, i.e. to broaden development in the eastern, western and southern regions of Fuzhou city, problems concerning the traffic crossing rivers come first to be tackled. The research on the traffic crossing Minjiang River aims to shed light on the road to a sustainable development of the traffic crossing rivers in Fuzhou, based on relevant theories such as regional theory, traffic planning theory, urban development theory and so on.The basis of the research on traffic crossing river is construction of pathways crossing rivers. So as to pin down the crux of traffic crossing rivers in Fuzhou city, the latest traffic data has been collected and sorted out before a thorough analysis of the comprehensive investigation into current pathways crossing rivers being carried out.In consideration to the fact that how to settle traffic congestion to achieve balance is of prime significance in researches on traffic crossing rivers, this thesis sets up a mathematical model of general time function of traffic crossing rivers, based on time impedance, which, thereafter, is utilized to study the interrelationship between the time crossing rivers when the local traffic jam occurs and the time when the traffic net work is in a perfect balanced situation and the potential influencing factors.The key to the research on traffic crossing river is prediction of vehicle volume. Traffic crossing rivers forecast turns out to be the key to the research on traffic crossing rivers. The forecasting mechanism of all models is expected to be thoroughly figured out as to both the advantages and the disadvantages before applying the factual data available and deciding which model is to be finally adopted.The OD investigation result in Fuzhou in 2006 serves as the basis for a re-planning of communities and thereafter, the dual-bound gravity distribution model is used to predicate the vehicle volume crossing river. The author then probes into the reasons explaining its increase, searching for counter-measures.The cure for the traffic-crossing-river problems is its demand management. The author has put forward concrete potential programs with reference to the theory of traffic-crossing-river demand management, among which two-scale optimization method has been adopted for the short-term and the long-term option.As regards to the fact that the construction of pathways crossing rivers is bound to exert a series of influence on economy, society and traffic of a whole city, starting from the influence on both traffic and city and regional development by pathways crossing rivers, the author eventually draws an overall conclusion of influence on Fuzhou city development by traffic crossing Minjiang River.
