This article is based on the actual situation in Jinhua Region at present regarding energy saving architecture and heat-insulating material market, according to basic principles of heat transmission for envelope structure , under Quasi-steady-state conditions, by method of distribution to reach, to proceed theoretical proof of winter-summer thermal calculations on envelope structure. On the foundation of theoretical proof, targetting at energy saving from 50% to 65% for civil architecture, and by several kinds of envelope structure system designs through performance Indicators,then to proceed economical analyse and benefit evaluation on new energy saving system, to prove that energy saving by 65% is available technologically and economically, also it is important conclusion bebeficial for engineering pratice. Here by calculating heat transmission and consumption on unit building area of envelope structure, we work out window forms, limit of heat transfer coefficient for roofing and external wall, combined with concrete construction method through repeated backward calculation ,checking computations and effective economical evaluation by energy-saving software, finally comes out four guiding energy saving plans for Jinhua Region on new type of envelope structure construction, which is also helpful to achieve energy saving by 65% in practice and application.
