Anisotropy is one of very important characters of soil and also key difference from metal material, which exist in many geotechnical projects. It is very important to stimulate and reflect the anisotropy in the process of study on soil's constitutive relationship. To establish a reasonable anisotropic constitutive method is very important in terms of practical engineering. This paper first introduces the basic theory of anisotropy and expounds in detail the development status of study on anisotropy. And then, the flexibility matrices of soil is deduced in detail, at last, Based on series triaxial test under complex stress state, basic anisotropy deformation mechanism and mechanical characteristics of soil is discovered, which will supply Theoretical Basis for the establishment of anisotropic calculation method and transversely calculation method.Considering the transversely isotropy of Earth-Rock Dam, a new amendment plan of flexibility matrices is put forward based on series triaxial tests under complex stress state and Duncan-Chang E-B model. And further, a new finite element program, which can describe the transversely isotropy is compiled. At last, a practical Earth-Rock Dam is analyzed with transversely isotropic method. With the compared with conventional Duncan-Chang E-B model and measured data, it shown that that transversely isotropic method is more superior and reliable to conventional non-linear elastic model in the horizontal displacement, deposition and minor principal stress of the dam.Because of the anisotropy of soil and the imperfect of the transversely isotropic mothod, a approximate anisotropic mothod is established from the perspectives of strain stress matrix. And then, a practical rock fill dam is analyzed with isotropic mothod. With the compared with conventional Duncan-Chang E-B model and measured data, it shown that the results of anisotropic mothod agree well with the measured data basically and express the stress deformation of the Earth-Rock Dam well. Finally, Safety Evaluation of the dam is made from the perspectives of deformation, arch effect, uneven settlement with the results of the anisotropic method. The results showed that there is no crack in the core of the dam and the dam is in the steady state.
