In the early 1990's, mis-operation prevention of electric equipments was put forward in order to reduce the losses of lives and possessions, which were brought by kinds of operating mistakes in the running of our power system. In recent years, with the development of Substation Automation Technology, interlocking has gone through3 phases-Machine based Interlocking,Electric based Interlocking and computerbased Interlocking. After absorbing the experiences of Substation Interlocking inside and outside and analyzing the theories and characteristics of New generation computer-based interlocking system, the paper brings forward a method that is implementation of mal-operation proof on platforms of relay and control units between bays. The method not only makes use of the most outstanding merit between bays, but also enhances the security and credibility of interlocking.Nevertheless, the CPU performance of facilities between bays is mostly poor, with which interlocking can not be realization though topology searching method. So the way given by this paper is more useful that interlocking formulas can be built by a primary wiring diagram of substation integrally,correctly and automatically.Whether an operation on a breaker/switch should be blocked relies on the working status of the substation at that time, i.e., relies on the connection status of the power network at that time. By using the concept of adjacency matrix in graph theory and properly modifying the meaning of elements in matrix and the meaning of matrix, a method of building interlocking formulas are put forward. For one substation, based on primary wiring diagram, static expressions (block formula) may be obtained with normative steps and methods. In other words, those expressions indicate that the logical relations between whether operation on a specific breaker/switch should be blocked and the status of other breakers/switches.The application of software has been completed, so that it testifies the feasibility of the theory. As the state of breakers/switches are various, in general condition, we should use variables of Bool to express the state of breakers/switches instead of using '0' or '1'. So the mapping between variables of Bool and the state of breakers/switches and the operation and simplification of the matrix with variables of Bool are the most difficult and important point in the method. This paper puts forward a new method of matrix calculating accessible, which also simples the process and improves the speed of calculating enormously, and most importantly, converts the theory to productivity.
