With the trend of economic globalization, the transportation of world trade especially oil, minerals and other raw materials increased rapidly. As the ships become to be larger, it's essential to implement special training for large ships. However the assessment is still dominated by the instructor, there is no objective, no scientific assessment system. Therefore this paper have done studies on the special training for large ships, especially on multi-ship entering or leaving the port and have also developed a more objective and reasonable assessment system.According to the International Regulations for Preventing Collisions at Sea, the situations among ships is divided into eight encountering situations and corresponding actions to avoid collision for each situation is presented. In order to determine the most dangerous ship, this paper have established multi-ship collision risk model. Based on the idea of collision avoidance of key ship, it have established the collision avoidance mathematical model when multi-ship encounter. And determine the collision avoidance program for key ship, verify the effectiveness of the program continually, make actions to resume course timely after passing through. According to modularization, the main system software is divided into four parts:calculation module, decision-making in avoiding collision module, evaluation module and database module. Calculation module is completed for owner ships and target ships motion parameters and collision risk index. Collision avoidance module is completed for collision avoidance range, resume course and safe passage distance. According to non-parametric assumption checking method, Evaluation module is completed for assessing each element. After that, the students' total score can be obtained by weighted average methods. In order to manage students' score conveniently, this paper has built students'information database by ODBC access technology.This system has been tested in ship handling simulator developed by Navigation Technology Institute of Dalian maritime university. It can conduct an objective and reasonable assessment for student's practice effectively.
