In modern society, power quality, as a source of energy that widely use, its application has become a standard of a country's development. With the development of science and technology, and national economic, and the dramatically increasing of power grid load, especially the growing number of non-linear and impact of load, power quality supply system has been caused serious pollution. In recent years, the research of power quality is getting more and more attention from scholars home and abroad.This paper describes the significance of power quality studies, the research status at home and abroad and so on. Discuss the theory a number of power quality parameters such as RMS, frequency, harmonics, three-phase unbalance factor.Then, the focus of this paper - voltage fluctuation and flicker are described. The flicker measurement model that IEC recommended is also analyzed. And propose a digital realization method for IEC flicker measurement model. Then, this paper describes kinds of measurement of the flicker: off-line measurement and real-time measurement. Among them, the off-line measurement use the VC + + calling Matlab, this measurement adequately combine the advantage of VC + + in the interpersonal interaction and the advantage of Matlab in the algorithm processing, and set up a flicker off-line test platform and verified the algorithm. Real-time measurement is mainly used the TI's DSP chip TMS320F2812 as the processing platform, and achieve the real-time measurement of short-term flicker ultimately.
