Distributed generation holds more and more shares in electric power system as it has so many advantages and becomes a new trend in power source. Besides, under the power market environment, Interruptible load as an efficient solution together with the supply side resources is used into the planning. Those entire make the traditional planning approach no longer applicable.Based on the achievements, this paper presents a new planning method, which considers the impact of the time-varying characteristics of load on the planning. Using the average capacity cost and the annual load duration curve, the capacity of interruptible load, distributed generation and the distribution network expansion are given firstly. After knowing the capacity, the paper researches the optimal installation of distributed generation and the lines. Last validate example is used to verify the model comparing with the traditional planning.
