The water shortage has become a worldwide problem,plus the large population as China's basic conditions, the contradiction between supply and demand of water in China is more outstanding. How to achieve the sustainable development of social and economy and arrive harmonious between every system has become the world especially China's the problem to be solved. The binhai new area is the national synthetically reform testing district,and water from other palce is the main source of binhai new area.The water shortage has hindered the development of binhai new area.So studying on the water resources carrying capacity of the binhai new area has an important significance to achieve the sustainable development of binhai new area.This thesis analysized and summarized the connotation of the water resources carrying capacity, advantages and disadvantages of two kinds of evaluation index system, advantages and disadvantages numerous research methods of water resources carrying capacity. This thesis introduced the general situation from natural environment, economic, society etl. Based on the data of binhai new area, the article summarized the characteristics of water resources and water environment, which laid the foundation for the study.After the study of system dynamics from it's definition, main ideas, development process and the steps to solve the problem, the article analysized the adaptability of applying dynamics analysis to study water resources carrying capacity. Then using the water resources carrying capacity theory and systematic dynamics, the binhai new area water resources carrying capacity dynamics model was established and four schemes was designed. Finally after simulating water resources carrying capacity, some methods to improve binhai new area water resources carrying capacity was put forward,which was saveing water as base, governancing pollution as means,adding using rain water and the whole basin comprehensive environmental control.
