The very targets push the new rural construction steadily forward. We have to balance the economic and social development of urban and rural, promoting modern agriculture, deepening rural reform, developing the rural public utilities and as much as possible to increase farmers'income. Aiming at the emergence of new rural construction for this problem, the paper analyzed the process of the emergence and development of villages and the history of rural development and summarized that the elements of the rural characteristics include natural and humanistic environment elements. Natural environment elements include topography, climate, vegetation and water bodies, constitute the basic elements of rural characteristics theory. The manifestations of humanistic environment elements include village land layout, building types and courtyard, street space, traditional folk customs and so on, which constitute the main element of village characteristics.
