Steam Turbine includes steam-turbine for power plant, turbine for marine propulsion and industrial steam turbine; industrial steam turbine is widely used in industrial areas, such as petrochemical, electric power, metallurgy, building materials, environmental protection and comprehensive utilization of energy. It has high speed and a large range of thermal parameters, power and speed characteristics, is key power equipment in the large industrial plant. Under the traditional way, turbine start-stop process is run by the operating personnel In accordance with operating standard. The status monitoring and data management during operation mostly depend on the experience of operating personnel. And mechanical hydraulic control system is used in its control system, adjust the composition of this structure resulted in low precision and the shortcomings of low degree of automation; Turbine during operation, when the operating parameters change and endanger security of the system, safe and effective protection measures are necessary. Therefore, to ensure the turbine operating safety, reliability, economy, the distributed control system with good versatility, reliability and cost advantages must be designed.In this paper, the control and management of steam turbine are valued, DCS system of steam turbine as the core, the process of the turbine control, protection principles and data management are focused on, introduced in detail its implementation methods, achieved the effectiveness of control, The stability of the system work, reliability of Protection system, it is an important step for the realization of intelligent control and management of the factory. The development of steam turbine and the DCS system is reviewed; Programmable Logic Controller (PLC) is established as the control center, the control system of steam turbine is designed, including the speed control system and turbine device control, then the principle of the steam turbine protection is analyzed, and designed Emergency Trip System, according to the site conditions, the working state can be determined, when the danger occurred, the turbine can be protected timely and effectively. According to the needs of DCS system, distribution of measuring point and signal processing are analyzed. Based on industrial configuration software WINCC and OPC technology, friendly man-machine interface is designed.The results show that the DCS system has played an effective role in Decentralized control and centralized management. It has good control performance, high precision, fast response; ETS system can protect the system timely and effectively in the event of dangerous conditions; PC monitoring system can display real-time data and alarm signals accurately and timely, and provide convenient buttons. The system is stable, reliable operation, easy maintenance, software functional.
