Traffic congestion has become a severe problem during the development of modern cities along with the rapid economic growth and urbanization. To mitigate congestion, huge funds are being invested into the construction of urban transportation infrastructure. Transportation infrastructure constructions in big cities are complicated enormous systems which involved multiple transportation modes, a lot of different projects and diverse sources of funding. Therefore, reasonable construction plan is needed to obtain a maximum benefit in the short term and the sustainable benefits in the long term and finally mitigate serious traffic congestion.This dissertation centers on researching transportation infrastructure construction planning and its effects after implementation. In the first place, contemporary researches on the development modes of transportation infrastructure and construction planning methods in China and overseas countries are reviewed to provide helpful groundwork. Then, divide the urban transportation infrastructure into roads, public transport, parking and hub to establish evaluation index systems individually based on the same idea. In addition, integrate multi-attribute utility theory and artificial neural network to establish the RBF sequence planning model so as to provide a generally applicable method for each infrastructure pattern. Afterwards, selective analysis is put on the urban road to measure the effects after construction of roads in different periods. This dissertation puts forward a dynamic integrated assessment model based on load degree, load uniformity and etc. congestion index of road network to achieve the effects. Last but not least, this dissertation makes use of the models on the case of roads in Fengtai district, Beijing to test the application of theoretical models and methods.
