With development of economic and technology, there were several new phenomenon in earthquake in recent years, earthquake engineering experts proposed many theories of performance-based seismic design. At present due to the features of feasibility and contact with the current seismic code, the theory of displacement-based seismic design was considered to be the most promising approach of them. Centering round the method applied to frame structure, several work have been done in this article.In this paper, the framework and components of the theory of displacement-based seismic design were described, direct and indirect approaches of which were introduced. With analysis of deformation of the frame structure, lateral displacement curve has been deduced with functional principle and calculus of variation from potential energy view, which compensated for the lack of theoretical support for the choice of lateral displacement curve. Determination method of target lateral displacement is suggested with the curve. Stated that the Capacity spectrum method and the theory of direct displacement-based seismic design were established on the same theoretical basis, and the method to test the reliability of the structure was given. For the deficiencies of the method using elastic design spectra of high equivalent damping, suggested the ideas and the steps of direct displacement-based seismic design using inelastic design spectra.Demonstrated the determination method of target lateral displacement through an example of eight-floor building; Illustrated the approach proposed in this paper with an example of six-floor frame structure and attempted to show the feasibility by pushover analysis with ETABS soft.
