The English proverb goes: "There is no London without River Thames."This proverb brings out the relationship between cities and water systems, which is the same as the relationship between bone and blood. Water is the soul of the city's existence and development. Water affects the city, whereas the development of the city also affects the river, such as urban sprawl to the city water system of natural rivers. With the needs of the city and the development of technology, people conduct the transformation of the nature water system in the city, and give different features and meanings to the water system. Gradually a rich city water system which can be seen nowadays has been formed. It is the nature of human beings to play with the water and to stay near the water. In urban planning, the use of water resources and the creation of water environment have an important position always.City water system as one of the important cities'system, it is planning involves water ecology, urban planning, landscape design, aesthetics, water science, environmental psychology, and many other disciplines. Different emphases in different professional concerns, coupled with the different stages and under the guidance of real change of thinking, the professional design of water for a long time is in an isolated and unconsolidation situation. From the mid 80s of last century, people in China began to realise the importance of urban planning during the process of urbanization, and they start to notice that in order to create a harmonious and liveable city with unique characteristics, there is a need of urban planning under the guidance of a multidisciplinary.The characteristics of city are different from north part of China to the south part of China. The difference not only in climate, but also in utilizes and protects of the water system. After establishment of new China, the north part continuous being drought, the total quantity of water has been reduced and the industrialization of city has led to the difficulties of using water and urban water difficulties and the downfall of urban river systems, therefore the reparation and utilization of the water systems has played a significant role in the cities north part of China.Clarify the meaning and methods of research to define the main concept of this paper and to discuss the basic principles based on the history of urban water system and the relationship between cities. Additionally, the close relationship between city and water has been studied, specific examples was also given during the analysis of the decline of the water system status. Based on the above researches, the reasons of degradation of the water system in different aspects such as function, environment and distinguished features of water on the northern city in China after the process of industrialization can be found. In this paper, suggestions which are suitable for the city water system planning in the northern city were given with different aspects include: the totality of the planning, the multi-disciplinary coordination and water systems ecologic of the planning, landscape and building of the city water culture. Specific measures and utilized steps in order to resume and plan the city water system have been raised. Resume the vitality of the water system and the texture characteristics of the northern city water system through the integration of the northern cities'water system. Additionally optimize the utilization of water landscape and ecological functions in order to enhance the cultural connotation of the water system in northern city and to improve the environment of the northern city. Finally is the case study of four different water system planning from four different cities in China with different characteristics. The effective measures and methods which would be suitable to repair and utilize the city water system in the northern cities will be given at last.
