More and more metropolitans worldwide are facing the severe urban traffic problems, such as:traffic congestion, increase in traffic accidents and environmental pollution, energy consumption and so on. Urban traffic problems affect the function of the city and the sustainable development of social economy. Modern urban rail transit (URT) is more popular because of its advantages in safety, punctuality, comfort, convenience, large capacity, environment friendly and lower energy consumption. The construction of URT is booming now in our country, more than twenty cities acquire the approval of building 2500 km in total, besides many cities are planning the layout. It can be predicted that URT will play a more important role in near future.The effect of URT on city lies not only in its traffic function, but also in urban structural pattern, spatial layout, land use, etc. URT system is characterized by its vast investment, complicated technology involved, long period of construction and hard to rebuild. Reasonable and feasible planning is the prerequisite of the URT system, whose pivotal part of planning is structural network design, which guiding the whole construction process.The history of URT construction in our country is not very long in comparison with foreign countries. Many achievements and experiences being acquired in practice, the theory and method of network planning are not very perfect. Many issues of URT network planning have been discussed in this paper in the case of Jinan. Various factors such as traffic condition, natural geography and social economy should be taken into consideration when designing the URT network, how to express these factors qualifiedly and quantitatively in design remains a topic to be solved.Geographical Information System (GIS) and Spatial Decision Support System (SDSS) provide a new clue in solving the semi-structured problems of spatial planning. A feasible approach was explored in the design of URT network by using the tools of GIS and SDSS based on ArcGIS9 platform.In this paper, the study background was introduced and situation of related research was reviewed based on foreign and domestic documentary. The fundamental theory and method of URT network planning were also provided. The location model of URT station was formed and frame of station locating decision supporting system was put forward on the basis of related knowledge of GIS and SDSS.Long term network scale was proposed according to the study of Jinan background. Some data experiment was under taken by using the GIS environment based network design method, and some conclusions as well as some suggestions were also proposed.The keystone of the study was the location model of URT station and GIS based network design. The location model was the core of the station locating decision supporting system in which the main influence factors could be taken into quantitatively. GIS based network design which was a method of under visible condition could locate the routes by setting the station sites firstly and by considering other constraints and factors.The main conclusions which could be drawn from the research are as follows:URT system is suitable for Jinan according to the study of its natural geography and social economy conditions.The long term network scale ranges from 140 to 190 km. As the key part of station locating decision support system, the location model of URT station is put forward and reasonable location of station can be fixed by this model.The GIS based network design method makes it easier to take various factors and constrains into consideration and to select more suitable routes, by which the design information can be expressed graphically.
